Libyans disillusioned with government amid chaos

TRIPOLI, Libya (AP) ? The protesters converged on the conference center housing Libya's newly elected congress, trying to force their way in past startled guards. Mostly young and half of them women in headscarves, they demanded an end to the siege of the town of Bani Walid, where the government was in the midst of an attack to uproot holdouts from Moammar Gadhafi's former regime.

Police rushed to the scene. But in Libya, the police are actually militias, in this case from the Tripoli neighborhood of Souq al-Jumaa that last year lost several men in a battle with Bani Walid residents. Instead trying to control the crowd, the "police" dressed in t-shirts and pants of a military uniform exchanged threats with protesters and then mounted a rival demonstration of their own. Soon they were firing their assault rifles in the air to intimidate the protesters.

As tensions soared, a dozen pickup trucks mounted with anti-aircraft guns and carrying soldiers in newly pressed camouflage uniforms pulled up to parliament, swiveled their guns forward and fired in the air as an apparent crowd-control method. The deafening noise of a dozen heavy-caliber machine guns sent demonstrators running and filled the upscale neighborhood with the sounds of battle. Blocks away, shocked bystanders wondered if one year after the civil war ended, Libya had gone back to war.

After a year of turmoil since Gadhafi's ouster and last month's killing of the American ambassador, Libyans are disappointed, disillusioned and increasingly angry at their government. They complain that their leaders have not acted forcefully to address the most pressing problems ? particularly the free rein of the country's many militias.

"It's not going very well partly because we have a minister of defense and minister of interior who were very incompetent and weak ? they gave into the militias," said Guma Gamaty, a politician and outspoken critic of the militias. "The whole process of rebuilding the army and the police has not progressed much at all in the last 10 months. We lost a lot of vital time."

Last year's fight that ended in Gadhafi's ouster and death after 42 years in power was largely carried out by regional militias that amassed weapons. But long after the civil war ended, the militias continue to serve under their own leaders and wield significant power even though they have nominally come under the control of the state's military and police forces.

The lack of control of the government over the militias it relies on was brought home in the starkest terms on Sept. 11, the day of attack on the U.S. Consulate in Benghazi, the eastern city where last year's uprising against Gadhafi began. The Islamist group Ansar al-Shariah, one of the biggest militias in Benghazi, is suspected in the assault that killed Ambassador Chris Stevens and three other Americans.

Before the attack, Ansar al-Shariah had been working with the municipal government to manage security in Benghazi, and it had been charged among other things with guarding the hospital.

The killings in Benghazi fueled popular anger against the militias. Just a week after the assault, tens of thousands of Benghazis attacked the headquarters of Ansar al-Shariah and another militia in Benghazi and drove them out.

The government took advantage of the public anger. In the days after the attack, authorities carried out high-profile weapon hand-ins in Tripoli and Benghazi and issued ultimatums for all militias to submit entirely to government control.

"We know people are angry with the militias," said Taher Khalifa, a former computer engineer who is now the head of investigations for the 8th Special Protection Force, a police unit based in the Tripoli district of Souq al-Jumaa that was once a militia. "They don't want to see weapons everywhere and they want the police to be symbols of the state and wear uniforms," acknowledged Khalifa, though few of his men wore anything resembling a police uniform.

Gamaty, the politician, was himself kidnapped the night of Oct. 6 by a militia from the western mountain city of Zintan and held for several hours before he was dumped in a field and warned to mute his criticism. He said the government must build up a well-equipped security force that could then be used to subdue the militias if they refused to be disbanded or integrated, much like the army's quick-reaction force that dispersed the demonstration outside parliament last week.

There are government committees that are supposed to integrate the militias with the regular uniformed police and army. But in actuality, Gamaty said, there has been little progress on that front.

"It's not easy to inherit a country with no state institutions, with no constitution, no army, no functioning security apparatus," said Gamaty. "It's almost like a vacuum."

Still he and other critics say Libya's new government hasn't yet shown the resolve or decisiveness to really tackle the problem. The congress elected in July has yet to even produce a government, much to people's disappointment and dashing high expectations after Gadhafi was toppled.

"No one in Libya is happy," complained Jihadeddin al-Salam, a young man sipping espresso with friends outside a cafe in downtown Tripoli. "Everyone has to be in a militia ? if you aren't in a militia you can't protect your home."

One year on, the oil-rich country with a population of only about six million is still struggling to overcome the legacy of one of the most erratic leaders of modern times as well as the brutal, eight-month civil war that left the country awash in weapons, militias and very few viable institutions of the state.

Despite widely hailed elections in summer, the new General National Congress has been widely condemned as dysfunctional, engaging in shifting alliances and unable to form a new government.

Many Libyans complain that little has changed in the past year and amid the instability, everyone is holding on to their guns.

"We can't really discuss differences of opinions when we have weapons because in the end everyone here has a gun, and when they get mad, they might go for their weapons," said Saleh Sanoussi, a political analyst at Benghazi University. "Freedom with weapons results in chaos," he added.

"It is a Catch-22," he said of the militias dilemma. "Without them, there is a danger to security. With them, it is impossible to build an army."

For the most part, though, the weapons have disappeared from the streets of the capital Tripoli at least and it is now rare to see militias on street corners flaunting their arsenals, like they did before. Instead they are confined to their bases, from where they patrol and keep the peace.

Khalifa, a heavy set man with close-cropped hair dressed in a neat green camouflage uniform, fiddled with his white iPhone in his office as he explained his police investigation unit's new duties.

He said his unit is essentially the same battalion of close friends and relatives that began the fight in Tripoli against Gadhafi, with a few new additions, and he maintained that they are safeguarding the revolution.

"There is a power stronger than the government and that is the power of the revolutionaries and it is keeping matters on the right track," he said. "The forces of Zintan, Misrata and Souq al-Jumaa are stronger than the government," he said referring to the cities and districts with the most powerful militias.

He acknowledged that while nominally his group is under the control of the central government, when the Misrata militias said they needed help in their fight against Bani Walid, Khalifa dispatched units long before the government ordered an attack on the city.

"In cases of national security, we don't need permission."

For some Libyans, despite all the obvious problems, there is still a glimmer of optimism.

"We inherited many bad things, but the worst that affects our lives is the corruption, "said Mustafa al-Refai, a 56-year-old running a consultancy company in Tripoli.

Yet lacking some of the impatience of younger Libyans, al-Refai said he believes things are slowly moving in the right direction.

"I am glad I lived to see the change," he said with a broad smile.

    Greece says it has been given more time on austerity

    ATHENS (Reuters) - Greece's finance minister said on Wednesday that his country had been given more time by its international lenders to implement austerity cuts, an assertion played down by leading European Union officials.

    European paymaster Germany said the EU would only decide on the matter after receiving a report on Greece's progress from the 'troika' of lenders - the European Commission, the European Central Bank (ECB) and the International Monetary Fund - while ECB President Mario Draghi said no final decision had been made.

    But Greek Finance Minister Yannis Stournaras said the delay had already been agreed and that a package of austerity measures would be put to parliament next week - even though junior coalition partners have refused to back some of the proposals.

    After months of wrangling on the 13.5-billion-euro package of spending cuts and reforms, he said the near-bankrupt country had won additional concessions from its lenders and had largely wrapped up talks on the plan.

    The EU and IMF lenders, however, said some issues were still outstanding, despite progress in recent days.

    A deal on the package is crucial for Greece's efforts to unlock more aid under its latest bailout, with the country just three weeks away from running out of cash.

    "Today, we obtained the extension," Stournaras told parliament, referring to being given an additional two years to hit bailout targets, something Athens has been lobbying for.

    "All the scenarios that we are working on with the (international lenders) are based on the assumption of an extension," he said.

    An earlier Reuters report cited a draft agreement between Greece and the troika that specified Athens will have until 2016 rather than until 2014 to hit its budget deficit targets.

    Speaking in Berlin, Draghi said: "The review is not yet finished. I understand progress has been made, but some parts need to be defined."

    German Finance Minister Wolfgang Schaeuble stressed the need for Greece to fulfill its bailout terms.

    But he added: "If the troika should come to the conclusion that there are objective things that the Greeks cannot change on their own and if it makes suggestions for how to solve this, then we will consult on that in the German Bundestag (lower house of parliament) and decide on them accordingly.

    ALL-NIGHT EFFORT

    Even if Greece strikes a deal with lenders abroad, it faces a difficult battle at home.

    Prime Minister Antonis Samaras's allies - the PASOK Socialists and the small Democratic Left party - have yet to back the austerity package, with the smaller party refusing to budge on its stance despite the latest concessions from lenders.

    Both parties have refused to support demands by foreign lenders to cut wages and reduce severance payments, but have maintained that they do not want to jeopardize the government or Greece's place in the euro zone.

    Stournaras urged the parties to change their stance, citing new concessions the government had eked out overnight.

    "This morning, after an all-night effort, the troika backed down on two main issues - severance payments and the notice period required before a layoff," Stournaras told parliament.

    "To a great extent, the negotiations have been completed. But even now, we are trying for improvements."

    But that failed to impress Democratic Left.

    "As things stand, my position remains unchanged," party chief Fotis Kouvelis told Reuters.

    The package will be put to parliament next week in two separate bills on austerity cuts and labor reforms, he said. The separation is designed to ensure that the austerity cuts will pass even if Democratic Left votes against the labor reforms, Greek officials said.

    The party commands only 16 deputies in the 300-seat parliament, meaning the bills could still pass without its support.

    But if it did vote against, the already fragile coalition's stability could be undermined, and questions could be raised about the government's commitment to reform.

    Stournaras openly raised the issue of inflicting losses on Greece's official sector lenders by saying it was trying cut its debt mountain by asking for lower interest rates and an extension of maturities on its bailout loans.

    Greece's debt was already cut by 106 billion euros earlier this year under a deal that imposed losses on private-sector bondholders. But with its economy mired in its deepest postwar recession, and tax and privatization receipts sluggish, there is a growing sense that Greece will need additional debt relief.

    Galaxy says it is not pursuing Chelsea star Frank Lampard

    A Galaxy spokesman repeated Tuesday that the Major League Soccer team is not actively pursuing a deal with aging Chelsea star Frank Lampard.

    The latest in a series of recent rumors involving Lampard and the Galaxy surfaced Monday in London's Daily Star, which reported that Lampard is weighing a free transfer move to Los Angeles after finding playing time hard to come by with Chelsea.

    Lampard, 34, has hopes of playing for England in the 2014 World Cup, the newspaper said, but knows he'll have to be playing on a regular basis with his club team to make that happen.

    Lampard, the report continued, is ready to accept a two-year deal to play alongside former English captain David Beckham with the Galaxy.

    Problem is, the Galaxy is already at the league limit for designated players with Beckham, Robbie Keane and Landon Donovan.

    The Galaxy finishes its regular-season schedule Sunday at the Home Depot Center against the Seattle Sounders before beginning the playoffs Nov. 1 at home with Vancouver.

    From the Bride? When Brett and I got engaged, we were really undecided on the location of our wedding. We searched through what felt like hundreds of venues and then finally found the perfect spot in Montaluce Winery & Estates. Brett is from Ohio, and my extended family was coming all the way from South Africa and England, so Montaluce was a perfect special getaway that felt a little bit like a destination wedding.

    Our family friend offered to do all of our flower arrangements for the wedding, so our DIY wedding was truly that. We worked together to decide on a color scheme and chose georgia peach as our accent color, since we moved to Atlanta, Georgia from South Africa after I was born and still call it home! Our family and friends all pitched in to make this wedding the beautiful affair that it was. Brett?s brother Ryan designed the gorgeous wedding invitations which also influenced our programs and other paper products. On the wedding day we had a team of people lighting candles, laying out the handmade burlap aisle runner, cleaning lanterns, setting out flower arrangements, decorating the table tops and laying out the bags of almonds on each place setting(a special tradition from South Africa). I collected antique postcards from South Africa through Ebay and Etsy to make our table numbers, which was a surprise for my parents and a little slice of home. Our wedding absolutely would not have happened without the love and care each and every ?worker bee? put into it.

    The weather was absolutely perfect (75 degrees in Georgia in June?!) on our wedding day, creating a wonderful backdrop to our candlelit ceremony in the production room of Montaluce. We then ate family-style dinner with the winery sunset as a backdrop and danced under the stars. Altogether, our day was one I will never forget and really was a tribute to all of the hard work that everyone involved put into making it happen. Finally, our photographers have put together an amazing collection of photos that we will have forever to remind us of the day. Chad and Tina of The Long Farewell are genuinely wonderful people who made everyone feel at ease and comfortable all day. We could not have asked for two better people to spend the day capturing our wedding. A million times thank you!

    Patriots plan to use Friday to adjust to London

    FOXBORO -- Tuesday was essentially a Wednesday for the Patriots, as they alter their weekly schedule to prepare for a game in London on Sunday.

    Bill Belichick briefly discussed the effects of the trip during a conference call on Monday, but in his Tuesday press conference at Gillette Stadium, the Patriots coach went more in-depth about the team's schedule of preparation, calling Friday a "transition" day.

    "We're going to try to add a little bit of extra time on the back end, to rest and kind of get adjusted and all that, rather than spend it on game planning and that kind of thing," said Belichick on Tuesday. "We're going to try to do that on Tuesday, Wednesday, and Thursday, instead of Wednesday, Thursday, and Friday. We'll kind of take Friday as a travel day.

    "We'll see how much we actually get done [on Friday]. I don't want to say it's a lost day, but I think it's certainly a big transition day for us. Saturday, hopefully we can get back into our regular routine, and treat Saturday kind of like a normal Saturday."

I was so desperate to meet them, hug them; there were so many things that I wanted to tell them; I had become a different person since I had come to India for this weight loss surgery in Delhi.
